In his lengthy introduction Förster presents detailed background information, especially about the structure, modus operandi and sequence of studies leading to a Ph.D. at the Law School in Potsdam, founded in 1951 as a school of the Ministry for State Security in the GDR. The index of Ph.D. theses is based on records available as of October 1994. Although these theses were included in the Bibliographie der geheimen DDR-Dissertationen [Bibliography of Secret GDR Dissertations], this new publication presents more detailed information, as well as a (somewhat sketchy) categorization by subject, and, especially, particulars about the Potsdam Law School.
